What Is MD115? (2025–2026 Student Visa Update)
Ministerial Direction 115 (MD115) is a policy that controls international student numbers by changing visa processing speeds in a three-tier priority system to tell which offshore Student Visa (Subclass 500) applications to process first.
Every education provider now has:
- A prioritisation threshold (80% of their annual student intake)
- An upper threshold (115% of the intake)

The catch is you won’t know which priority applies until you apply. Each institution has different allocations, and these change as students enroll throughout the year.

How MD115 Will Affect YOU

Your visa speed now depends heavily on your provider
Two students applying on the same day with the same documents may get very different waiting times depending on:
- How full their provider’s quota is in PRISMS
- Whether their provider is popular or oversubscribed
If you choose a popular provider that has already hit or exceeded its 115% limit, your visa application will automatically fall into the Priority 3 “slow lane” causing you to miss your intake start date and have to defer.
You can no longer choose a school based on price alone. You must consider:
- Is the provider already near its quota?
- Does the provider have strong integrity ratings?
- Are its students historically accepted quickly?
Top universities like Group of Eight tend to get into Priority 3 faster because they fill up quickly due to its popularity among future international students.
Packaged programs mean your final university determines your priority
Your end course (which is typically the university) determines your priority even if you begin with ELICOS/Diploma. Therefore, even if your ELICOS provider is Priority 1, your entire visa becomes Priority 3 if your university is at Priority 3.
Delay ANY application with “integrity concerns”
The Direction 115 notes that “integrity issues will be acted upon regardless of the assigned priority”, so, even Priority 1 applicants may experience delays if:
- Your GS is weak
- Your financials are unclear
- You apply through a low-integrity provider
- Your documents are incomplete
One thing you should remember about this Ministerial Direction 115 is even if you get the faster student visa processing time on Priority 1 it doesn’t mean approval is guaranteed.
Late-year applicants could get caught by quota rollover
The new priority cycle starts every 15 November. If you apply in the late-year (priority calendar), you may fall into a new priority window.
If you submit your offshore Student Visa application anytime between November 15, 2025, and November 14, 2026, the case officer will check: “Has this student’s chosen provider hit its student limit (the 2026 cap) yet?”
Applications from Nov to Feb may enjoy faster processing because providers have not reached their threshold.

How You Should Prepare for 2025–2026 Intakes
Now we do have some suggestions on what you should do after this MD115 release.
Choose your provider strategically, and wisely
You (or your agent) should verify the provider’s priority status before to applying:
- Priority 1 providers are the safest and quickest;
- Priority 2 providers are acceptable but should anticipate delays in visa decisions; and
- Priority 3 providers require you to apply as soon as possible to avoid late visa decisions or to think about other options.
Ask your education agent (like education ONE who expertise in both enrollment and student visa) about your chosen provider’s likely priority status under MD 115 for the intake you are targeting.
Apply as EARLY in the cycle as possible
The processing cycle runs 15 November – 14 November annually, so the best time to lodge is around Nov–Mar (highest chance your provider is still under 80%).
And the worst time is from Aug–Nov because many providers hit their upper threshold so the possibility to get Priority 3 is higher.
Strengthen your Genuine Student (GS) evidence

Consider a “Priority 1 pathway” if timing is critical
Some students might try to get into the closest intake to make sure everything goes according to plan, or perhaps to make sure they have no study gaps in their past so they won’t need additional paperwork for their student visa.
You may choose these paths which ALWAYS treated as Priority 1 regardless of provider thresholds:
- TAFE
- ELICOS
- Postgraduate research
- Pilot training
- Non-award program
- Scholarship pathways
If using packaged pathways, choose your main COE carefully because your final COE determines your priority.
Have a backup plan if your provider is already full
If your dream university is in Priority 3, you might want to look at excellent regional providers or TAFE options, which often fall into Priority 1.
If your provider is already above 80% or 115%, you may:
- Switch to an alternative campus
- Switch to a similar-course provider with better quota space
- Delay your course start to next intake and apply early
