Re-applying for a visa can be done anytime, however it still depends on your COE’s validity because you will need to adjust your new application to your course start date.

It will depend on case-per-case base and how you explain to Australian immigration regarding your situation on the next visa.

It will depend on the type of your bridging visa. Please remember, you can only use your bridging visa, after your visa got refused, if you process your further appeal to the Tribunal. Otherwise, you will need to leave Australia immediately. Please refer to The Department of Home Affairs’s website for your reference or you can contact a registered migration agent in Australia for further assistance.

You still have an option for an administrative appeal if your visa been refused onshore. During this time, you are able to continue your study until the new decision is come out.

You can apply it online. You can also apply in writing by filling in an application form , email (size limit 10MB), or letter. If you are unsure on how to do it, you may also contact a registered migration agent in Australia for further assistance.

If it has not cancelled by your college/university, then it can be used to re-apply your student visa. But, if it is already cancelled or your study has started, then you will need to find a new COE.
